Responsibilities of MNV Zrt.
- To prepare and execute the Government’s and the Minister’s decisions relating
to state assets.
· To keep records on state assets.
· To provide data on the basis of these records.
· To make direct use of, or to grant civil-law leases on, the state assets
over which it exercises the rights of owner
· To regularly inspect the management of state assets by persons, organisation
and other users it is in contractual relationship with.
· To represent the State of Hungary in civil law affairs related to state
assets.
· To inspect the performance of obligations undertaken by buyers in contracts
of sale.
· To take part in preparation of the National Asset Management Guidelines
and the Annual National Asset Management Programme.
· To provide the services (operation, procurement) necessary for the
use of state assets necessary for the operation of government organisations.
Rules of Asset Management
MNV Zrt. may make asset management contracts in respect of state assets. Under
such asset management contracts, the asset manager is entitled to possess, use
and enjoy the specified state-owned item. The asset manager is obliged to safeguard
the value of the asset item, to preserve its condition, to maintain it, to operate
it and to pay a rent or perform other obligations as specified in the contract.
The asset management contract may concern the assignment of the exercise of a
right held by the state, in which case the rules of asset management of the items
must be applied appropriately.
The asset management right is established by the contract concerning it or –
in exceptional cases – by law.
The Government establishes by decree further rules of asset management and rules
for keeping records of the managed state assets and their related income and expenses.
